Life Cycle Cost Plan for the Old Parliament House
for The Department of Communication, Information Technology and the Arts

The Old Parliament House is a significant historical and cultural site for the people of Australia and the Department of Communications, Information Technology and the Arts (DCITA) has the responsibility for its long term protection and maintenance.

SFS was engaged to undertake a condition appraisal of the building as it currently stands, and to prepare a 15 year long term maintenance, restoration and refurbishment budget plan for the building.

The report will be used by the Department in the building’s strategic management plan and to support applications for funding to manage and maintain the building.

The Life Cycle Cost Plan report also recognises and responds to previous studies prepared by other consultants, the Department's plan of future usage for various areas of the building and the conservation recommendations contained in the Heritage Plan.




Infrastructure Appraisal Procedures and Guidelines
for Infrastructure Division, Australian Department of Defence

The Infrastructure Division is responsible for the management of the multi-billion dollar defence facilities portfolio. To support their management process the Infrastructure Division plans to use an appraisal technique that:

  • ranks facilities in terms of their contribution to defence operational requirements;
  • documents an acceptable condition level for each
  • identifies any work needed to bring the facilities to the acceptable condition and maintain them at that level over the next 5 years; and
  • establishes the priority associated with each of the recommended works, based on the current condition, the consequences of not carrying out the work and the contribution the facility makes to Defence’s operation.

SFS was engaged to refine the conceptual framework and to design an implementation methodology for the Infrastructure Appraisal process.




Facilities Investment Strategy for the AIS Sporting Complex in Bruce
for Australian Sports Commission

The Australian Sports Commission is responsible for the Australian Institute of Sport's facilities at Bruce, ACT.
SFS was engaged to develop an investment strategy based on an assessment of:

  • The current condition of the facilities
  • The required renewal and refurbishment work to keep the facilities operating efficiently and support existing programs
  • The required expansion, alterations and modifications to existing facilities, as well as construction of new facilities, to support future programs.

The investment strategy considered options for sourcing and managing the capital funds required to support the Institute's programs over the next 20 years.




Document Register for the Lionel Bowen Building, Sydney
for KFPW Pty Ltd

The Lionel Bowen building houses the Family Court and other Federal Courts

SFS was engaged to prepare a database to act as a document register and to populate the data base with details of existing drawings and related facility documentation.

All drawings, manuals, reports and other documents related to the building were retrieved from various plant rooms around the building, sorted, registered, compiled and stored as a Library in the Facility Manager’s office.

The Facility Manager now has ready access background information to support the operation, maintenance and management of the building.




Review of Property Management Function
for Airservices Australia

Airservices delivers air space management services to the aviation industry, utilising advanced technology and physical facilities widely distributed across Australia. The sites and support buildings for these facilities are an integral part of Airservices business and as such their management is an important activity.

SFS was engaged to provide advice on the appropriateness of the current property services functions and to make recommendations on alternative delivery strategies including market testing. SFS documented the current property management arrangements based on the results of extensive interviews with key stakeholders and the analysis of available property management data. A number of recommendations were then developed to strengthen the property management function and ensure the achievement of best practice.


Suitability, Condition and Space Utilisation Review
for the Canadian Blood Services, Ottawa, Canada

The project involved a physical inspection of all the facilities currently owned and leased by the Canadian Blood Services to assess their current condition, suitability of the facility and its location, and space utilisation within each facility.

The assessment was carried out in terms of the relative importance of the building services and components to the current operation of the Canadian Blood Services, as well as their current physical condition when compared to the CBS Goods Manufacturing Practice guidelines.

A series of reports including a proposed order of priority for upgrading the facilities to meet the CBS requirements within the next 5 years were prepared.


Review of Asset Management Plan Reports and Software Options
for Public Works and General Services Canada

PWGSC had engaged a number of consultants to prepare Long Term Asset Management Plan reports for their building portfolio across Canada, based on series of Annual Building Inspection reports and budget recommendations. SFS assisted PWGSC to review the recommendations put forward in these reports and amalgamate them towards a systematic priority approach in assessing their funding implications.

The review process included market research into available software that could assist PWGSC in consistently measuring the condition of these facilities and roll up the recommendations for their long term maintenance actions and budget.


Life Cycle Analysis and Costing Report - Commonwealth Law Courts
for the property managers, Knight Frank Price Waterhouse

This project involved the preparation of a fifteen year Life Cycle Budget report based on a condition appraisal, the current usage patterns and a forecast of operational demand.

SFS consultants inspected each court building to assess the current maintenance practice, the current usage pattern and its impact on the condition and performance of building components.

Though a comparative analysis with previous utilisation forecasts and maintenance expenditure, recommendations were provided for priority upgrades and replacement together with recommended maintenance strategies to meet projected requirements over the next fifteen years.


Life Cycle Asset Maintenance Budget Report - National Library of Australia
for Building and Administrative Services Branch, National Library of Australia

The project involved the preparation of a15 year Life Cycle Cost report, based on a condition appraisal of the facility and the assessment projected operational requirements provided by the Library Board.

Our team of technical /professional specialists inspected the building to assess the current condition of the building components and the current maintenance practice. Discussions with the customer (users) provided information on anticipated future building.

This enabled consideration changes necessary to support future operations. Recommendations were provided on upgrading, replacement and modifications to this thirty year old structure and changes suggested to the approach to maintenance practice to improve reliability and to achieve the required performance from the asset.



Condition Appraisal and Life Cycle Maintenance Planning - Australian Embassies
for the Australian Government Overseas Property Group

As part of a portfolio wide review of Australian foreign embassy assets, SFS completed onsite condition surveys of twelve major properties. Condition based maintenance budgets and life cycle cost plans were developed using decision support technologies.

SFS also provided training for Overseas Property Group staff in the application of evaluation methodologies; the development of existing condition profiles and the modelling of maintenance costs using decision support technologies.



Facilities Maintenance Contract Tender Evaluation
for the Australian Defence Estate Organisation

SFS has provided assistance to a number of Defence Estate Organisation (DEO) Offices in the technical evaluation of comprehensive facilities maintenance tenders. This has included the preparation of reports with comparative assessment and objective analysis of tenders and the provision of independent expert advice to the Tender Evaluation Boards.



Preventive Maintenance Specification, Tender Documentation and Technical Evaluation
of a national maintenance contract for the Commonwealth Law Courts of Australia

SFS assisted KFPW, the Facility Manager for the Commonwealth Law Courts buildings around Australia, to put in place a national preventive maintenance contract for all their buildings. The process started with reviewing the existing asset register of the fixed plant and equipment in each Commonwealth Law Court buildings, followed by the preparation of a complete preventive maintenance specification, and the preparation of a complete tender documentation for a national maintenance contract.

SFS later also provided technical evaluation of the tender submissions and made recommendations for the most suitable maintenance.



Development of Performance Based Maintenance Specification
for Australian Defence Estate Organisation

This work involved the compilation of an asset register of the fixed plant and equipment in each facility on the bases and the preparation of a fixed plant and equipment performance based maintenance specification compatible with the DEO performance based contract documentation.



Development of Maintenance Contract Benchmark Criteria
for Australian Defence Estate Organisation

The project involved an audit of the maintenance contracts for three Defence establishments and the development and joint facilitation of a workshop to explore benchmark criteria with the DEO and contractors. Subsequently specific contract benchmarks and data reporting requirements were documented.
