Life Cycle Plan - National Library of Australia
for National Library Property Division

The National Library of Australia has its main building in Parkes and a repository in Hume in the Australian Capital Territory. SFS was engaged to update the life cycle plan to reflect work completed and the outlook for the next fifteen years.



Due Diligence Reviews - Defence Support Group
for Department of Defence

When the Department of Defence lets a new Comprehensive Maintenance Services contract for its facilities in a region the incoming contractor is required to undertake a due diligence audit to verify the scope of the contract. SFS has assisted the Defence Support Group evaluate the claims made following these due diligence reports.



Asset Register Audit - Defence Support Group
for Department of Defence

The Department of Defence has a large portfolio of facilities across Australia. The Department maintains an asset register of the fixed plant and equipment in these facilities with assistance from the various Comprehensive Maintenance Services contractors. SFS was engaged to undertake an audit in selected regions to confirm that the register is being maintained appropriately.



Life Cycle Plan - University of Canberra Student Accomodation
for Campus Living Villages

The University of Canberra has a range of student accomodation of various styles and ages. SFS was asked to undertake a condition audit of these facilities and develop an updated life cycle plan for the next thirty years



Condition Audit - ANZAC Rifle Range
for the Landlord (Dept of Finance)

The ANZAC Rifle Range site located at Malabar Headland, NSW has a long history as a training site for Defence personnel and facilities for recreational shooters. SFS was asked to undertake a condition audit of all the facilities on the site to assist the long term planning for the future use of the site.



Update Life Cycle Plan - Therapeutic Goods Administration Building
for the Landlord (Cromwell)

The owners and users of the Therapeutic Goods Administration facilities at Symonston (ACT) use a systematic life cycle planning strategy to ensure the long term functionality of the laboratory and office complex. SFS was asked to undertake a condition audit of the facility and to update the life cycle plan taking into account the provisions of the lease agreement.



Building Maintenance Tender - Old Parliament House
for the Facilities Section - OPH

The Old Parliament House is an important National Heritage building that has special maintenance requirements. SFS was engaged to update the fixed plant and equipment asset register and develop the technical specification for a new maintenance contract using a mixture of performance and activity based maintenance.



Facilities Maintenance Retender - ANBG
for the Australian National Botanical Gardens

The Australian National Botanical Gardens in Canberra has a number of buildings and related infrastructure to support the management and public use of the gardens. The maintenance of these facilities is outsourced and is retendered from time to time.

In 2006 SFS was engaged to prepare documentation for the request for tender (RFT) and to manage the procurement process.



Commonwealth Law Courts - Life Cycle Plans Update
for the National Management Committee

The Commonwealth Law Courts buildings are located in each capital city and are part of the significant long term infrastructure of the Federal Government. The maintenance, refurbishment and upgrade of these buildings needs to be carefully planned and managed. The Management Committee has systematically maintained and utilised life cycle plans for the facilities for more than ten years and in 2006 updated the plans for the next ten years.

SFS was engaged to undertake this update which involved a condition audit and review/extension of the life cycle plan for each facility.



Facilities Asset Register Validation
for the Defence Services Group, Department of Defence

The Australian Department of Defence has a large portfolio of facilities across Australia. As part of the retender process for the maintenance of these facilities the asset register of fixed plant and equipment is updated.

SFS was engaged by the Defence Services Group to assist with this equipment validation process. Activities included both the management of subcontractors and the direct field inspection of facilities on bases across Australia.




Long Term Maintenance Plan - Anglo-Australia Observatory
for the Anglo-Australia Observatory

The Anglo-Australia Observatory (AAO) relies on the use of a number of facilities in Epping and Siding Spring to support its operations. The project involved the development of a long term maintenance and management plan with an appropriate maintenance and capital works budget for the facilities. The plan will assist the AAO to maintain their facilities in accordance with modern and sound asset management practices and in support of AAO's operational requirements for the next 10 years and beyond.

The plan identified the funding required to:

  1. maintain the AAO's facilities at the required condition level, appropriate to support the equipment operational requirements over the longer term; and
  2. renew, upgrade and/or replace building components which have deteriorated and are no longer appropriate or have reached the end of their economical life and cannot appropriately support the AAO's functional and operational requirements.




Condition Appraisal - Brisbane City Council Facilities
with Cardno (Qld) Pty Ltd for the City Group of Brisbane City Council

The project involved a visual inspection of more than 150 facilities owned or leased by the Brisbane City Council to assess the current condition and develop a cost summary of the projected maintenance costs for next five Years

The report provided an overview of the condition, major issues, risks, non-compliances and annual preventive maintenance budget for each facility together with a list of recommended maintenance tasks over the next few years.




Review of Capital Works Plan - Tuggeranong Office Park
for UnitedKFPW on behalf of tenant

A capital works plan for the Tuggeranong Office Park had been developed by others and the current tenant engaged SFS to review of the plan to ensure that their operational requirements would be met when they take over the full lease of the Park.

The review process involved an assessment of the existing condition of the Park and comparing it to the required Grade A accommodation standards specified by the tenant. A life cycle analysis of the building components provided the basis for the development of a long term capital works and maintenance plan for the Park. This new plan was then compared to the existing plan with a focus on future needs of the tenant.




Operations Guide - Canberra Stadium
for Events and Operations Division, Canberra Stadium

SFS developed an operations guide covering the key systems that support the delivery of services to the customers of the Canberra Stadium. The guide was designed to provide staff responsible for the operation and maintenance of the stadium with an overview of the systems and equipment installed in the stadium complex and an understanding of their operational interaction. The stadium holds more detailed manuals for most systems and these were referenced as appropriate.




Life Cycle Planning Tool - Review of Algorithms
for Anite International (Australia)

Anite International were undertaking the development of a software based Life Cycle Costing system and engaged SFS to review the algorithms proposed to underpin the model.

The review confirmed the basic validity of the proposed approach and was able to offer suggestions on its implementation to ensure its cost effective application.




Strategic Asset Management Plan - ACT Assembly Building
for ACT Legislative Assembly Secretariat

The ACT Government has a requirement that yearly funding application for asset maintenance and capital works are based on a long term Strategic Asset Management plan. Accordingly, the Secretariat of the ACT Legislative Assembly needed to develop a Strategic Asset Management Plan for the Assembly building.

SFS worked with the Secretariat to develop a Strategic Asset Management Plan that reflected current and future functional requirements. A 5 to 10 year maintenance and capital works budget was also included in the plan.




Future Maintenance & Refurbishment Costs - ANZAC Park West
for UnitedKFPW on behalf of prospective tenant

The Anzac Park West building complex in Canberra was vacated and completely refurbished. In support of the lease negotiations by a prospective new tenant SFS was asked to make an assessment of the prospective yearly costs of maintenance and replacement of the base building services equipment and fitout for the duration of the lease. The information assisted the value for money comparison of alternative lease scenarios.




Facilities Condition Audit - University of Canberra
for Facility & Services Office

This project involved a condition audit of the facilities and infrastructure of the main campus and residential facilities of the University of Canberra including:

  • Inspection of the buildings and infrastructure to assess the current condition and pattern of usage
  • Documenting a life cycle plan for the facilities for the next 10 years



New Comprehensive Maintenance Services Contract
for Australian Department of Defence

SFS has assisted the Corporate Services and Infrastructure Group, Australian Department of Defence to redevelop its contract documentation for the Comprehensive Maintenance Services required for its facilities across Australia.

The new contract framework includes:

  • An emphasis on the creation and maintenance of a collaborative working relationship
  • A strong work breakdown structure to provide a clear understanding of the scope of the contract
  • Innovative risk reward strategies to ensure that the contractor responds to Defence's priorities.
  • Opportunities for the contractor to initiate service delivery improvements



Life-Cycle Plan - ACT Legislative Assembly Building
for ACT Government

This project involved the preparation of Life-Cycle Costing Data and a Life-Cycle Plan for the ACT Legislative Assembly Building including:

  • Establishing the maintenance standards for the building in conjunction with the Building manager
  • Inspecting the building and assessing the current condition and pattern of usage
  • Documenting the life cycle costing data and life cycle plans for the building for the next 100 years
  • Developing the scope of the maintenance and renewal works program for next 5 years



Review of Life-Cycle Maintenance Budget Report
for Therapeutic Goods Administration

Review of the Asset Life Cycle Maintenance Budget report for the building complex originally prepared in 1997, update the recommendations for the next 5 years and extend the planning term.

The Report was used to report on the condition of the building at the time of handover of the building complex to the new owner and at the same time to submit the budget for the next 3 years funding to the new owner.




Life-Cycle Costing Better Practice Guide
for The Australian National Audit Office

The Australian National Audit Office recently published a better practice guide for life-cycle costing. Strategic Facility Services assisted with the drafting of this guide.

The Better Practice Guide is intended to assist APS managers responsible for decisions relating to acquiring, owning, operating and using major assets or products such as buildings, vehicles and major plant.

It is designed to raise awareness of the need to consider future costs associated with asset or product acquisition, including maintenance, operational and energy costs associated with the acquisition's long-term use.
