Role and Benefit of Life Cycle Planning

Whenever we fly into a city the scale, structure and order of the scene below usually impresses us.  Long term planning is evident and the key infrastructure framework reflects the broad development objectives.  But when we leave the brightly lit, well-ordered and architecturally innovative environment of the airport terminal we are hit by another reality.  Where do I catch a taxi?  Will there be traffic delays today?  Will the people I am visiting appreciate the ideas I put forward?  Will I be finished in time to catch the scheduled flight back and attended the special family function tonight?  All these immediate issues demand attention and the grand vision evident from the air now seems less relevant.

Life cycle planning for facilities can be likened to the long term planning for a city and is essentially about creating a high level vision of the future. But is it just an interesting intellectual exercise or can it be a useful aid in dealing with the realities of the present and its pressing activities and challenges?

Life Cycle Planning looks at the macro picture of maintenance - the long term performance cycle of all the elements which combine to form a fully functional facility.  By analysing the elemental life cycles we are able to identify what needs to be done  when and the risks of not taking timely action can be assessed.  A rational financial plan evolves and provides for the periodic flow of funds over the anticipated life of the element.  This plan must be set in the context of the overall business objectives.

The process of preparing a life cycle plan involves:

  • documentation of user/owner outcome requirements
  • an appraisal of the current condition the facility
  • development of a preliminary capital replacement plan
  • creation of an annualised financial plan
  • review and consideration of risk issues
  • finalisation of a working plan

The plan then requires ongoing formal monitoring and review
